Independent Sanctions Review
Sanctions should be reviewed when circumstances change.
Designation is a decision. Continued designation requires continuing justification.
Circumstances change. Evidence develops. Sanctions should remain reviewable.
ISDC independently examines whether the original grounds for an existing sanctions designation remain applicable in light of current evidence and changed circumstances.
We do not decide who should be sanctioned. We examine whether sanctions should continue.
A sanction may have been justified when imposed. The question is whether that justification still holds today.
Independent review begins where assumption ends: with the present evidence.
ISDC does not impose, administer or remove sanctions. Its role is to independently review the continuing basis of existing designations and publish reasoned assessments.
What We Examine
The central question is not simply what happened then, but what can be supported now.
Each review begins with the official basis for designation and examines whether subsequent evidence or developments materially affect that basis.
Original Grounds
We identify the official reasons, factual propositions and relevant framework underlying the designation.
Changed Circumstances
We examine relevant changes in ownership, control, relationships, conduct, legal status or other material facts.
Continuing Basis
We assess whether the original grounds remain materially supportable on the present evidentiary record.
How Review Works
Evidence first. Analysis second. Recommendation last.
ISDC separates submitted material, official information and independent analysis so that readers can understand how a conclusion was reached.
Eligibility
The matter is assessed to determine whether it raises a reviewable question within ISDC's scope.
Evidence
Relevant official, documentary and third-party material is collected, classified and verified.
Assessment
Original grounds are compared with the present record and any material changed circumstances.
Publication
ISDC publishes a structured assessment and, where appropriate, an independent recommendation.
Public Standards
The rules governing our work are part of the public record.
ISDC publishes the standards used to assess evidence, protect institutional independence, manage conflicts and preserve the integrity of public review.

→Independent by Design
A credible review must remain capable of reaching an inconvenient conclusion.
An applicant may provide documents. A funder may support legitimate institutional costs. An authority may provide official records. None of those relationships transfers control over the ISDC conclusion.
Independence means that the final assessment follows the evidence — including where the evidence supports maintaining an existing designation.
Request a Review
Has the factual basis of an existing sanctions designation materially changed?
Individuals, entities, representatives and other relevant parties may submit information for preliminary review. Submission does not guarantee that ISDC will open, publish or reach a particular conclusion in a case.
ISDC is an independent non-governmental organization. It does not impose, administer, maintain or remove sanctions. ISDC conducts independent research and prepares evidence-based assessments for consideration by competent authorities.
